The tension had become very severe during the 1790s because there had been immigrant citizens coming to America and taxes had been imposed in an unfair manner by the American government. There had been disorganization in the sense that standardization/setting of benchmarks had not been present for the American government or for the American citizens. The Alien Act had ensured that there could be immigrant citizens of America (coming from enemy countries to settle in America) moved from America to their native countries, especially during war-situations.
